Step 1: Let the buyer have a third party assess the vehicle

Step 2: Arrange and collect all vehicle papers

The title certificate is the most critical document to have when selling an automobile. If a lien exists on the title, the lienholder must release interest in the vehicle before it may be sold. This can be accomplished by the seller either paying off the automobile or obtaining a lien release from the lienholder. Wyoming lien filings are handled by the county clerk's office at the county of residence's county seat.
Step 3: Create a Bill of Sale
Private automobile transactions in Wyoming need a notarized bill of sale. Wyoming, on the other hand, does not have an official bill of sale form. Just sign it in the presence of a notary public; otherwise, the Wyoming DOT will consider it null and void. If there is more than one seller listed on the title and their names are separated by "and," both sellers must sign the car title in order to transfer it to the buyer for titles produced on or after January 1, 2020. If the title lists more than one seller and their names are separated by "or" or "and/or," either seller can sign the title before it is transferred to the buyer. If nothing separates the names of the owners, both must sign. Prior to January 1, 2020, plural ownership on a title required the signatures of all owners to sell the car, regardless of how the names were united. The bill of sale must include the following:

Legal full name, address, and signature of the buyer(s)
Legal full name, address, and signature of the seller(s)
A small statement indicating that the title is free and clear of liens and encumbrances

Step 4: Change the title
If the vehicle's title is lost, stolen, or severely damaged, you can ask for a duplicate/replacement title by submitting Form 020-022. This document, like the bill of sale, must be signed in the presence of a notary. With that paperwork and a $15 cost, you may obtain a duplicate title.
Both the buyer and the seller must complete the applicable areas on the back of the title. This information contains the buyer's and seller's legal names, addresses, and signatures, as well as the date of the transaction and the odometer reading. The title, like nearly every other document in this procedure, must be signed in the presence of a notary. When this is filled out correctly and legibly, the buyer can easily transfer registration and obtain a new plate.
The National Highway Traffic Safety Administration's (NHTSA) odometer disclosure standards for private car purchases in Wyoming were revised in December 2020: Every vehicle of the model year 2011 or newer (2012, 2013, etc.) that is transferred between January 1, 2021, and December 31, 2030, will require an odometer disclosure. By January 1, 2031, every vehicle less than 20 model years old will be required to have an odometer disclosure. Formerly, the NHTSA only mandated disclosure for the first ten years. Vehicles manufactured before 2010 are exempt from odometer disclosures.

Step 5: Take off your license plates and cancel your insurance
When passing over the car to the buyer, the seller must remove their license plates. If you do not, you may be held accountable for any infractions that occur after the buyer takes ownership of the car. Make sure to cancel your insurance as soon as you remove your plates so you don't have to pay to cover a car you no longer own.
